REGISTER OF RAILWAY INFRASTRUCTURE
Abstract
Objectives: Analysis of the need to establish a railway infrastructure register in order to meet the requirements from the 4th package of EU Directives and announced amendments of COTIF. Prior Work: Analysis of new developments in the Interoperability Directive 2016/797 and draft APTU and ATMF (COTIF Appendices) related to issuing of authorisation for placing in service regarding examination of technical conformity of vehicles with technical characteristics of lines intended for their operation. Approach: Determination of the manner to meet new requirements. Analysis of elements of the railway infrastructure register laid down by the Commission Decision 2014/880/EU, Results The only efficient way to meet the requirements from the Interoperability Directive 2016/797 and draft APTU and ATMF for examination of conformity of vehicles with the intended field of use and regular use of vehicles on compatible lines is to establish a railway infrastructure register. Value: The paper explains the necessity to establish a railway infrastructure register and proposes the measures to be taken in order to meet the necessary requirements.
