TRAINING AND DEVELOPMENT OF EMPLOYEES IN THE RAILWAY SECTOR OF SERBIA - CURRENT SITUATION, BENCHMARKING AND NEW SOLUTIONS
Abstract
Staff training and development are important stages of human resources management, through which organizations produce a tripartite role within human resource management function. The first role concerns the achievement of the goals of the organization itself and the creation of the necessary prerequisites and the realization of the necessary activities with the help of the most important organizational resource. The second role relates to the realization of care for employees through the valorization of their existence and importance, through better socialization and orientation, and the other aspects of work, as well as helping them to improve their knowledge and skills, keeping them at the optimum level. The third role relates to the achievement of the goals of the society and the external environment that the railway sector is pursuing a quality service, with low prices, increased security and accessibility.
Observing the railway sector in Serbia and South East Europe, the efforts of the political structures and management of the involved companies are observed to solve accumulated historical problems in terms of revitalization of infrastructure, modernization of rolling stock, debt, receivables, reduction in the volume of operations and the number of employees, then unsolved property relations, insufficient investment in training and development of employees.
Paper deals with the different possibilities of organizing the function of training and development, and recommends an optimal model, taking into account theoretical basics, the practice of other organizations and the authors' thoughts, based on several decades of accumulation of knowledge and experience in this field.
