Abstract

The process of European integration and liberalization of the railway market with competition of operators on the railway networks of European countries has produced numerous challenges and introduced new concepts in the regulation of the railway system and safety. Among other novelties, the concept of risk and concept of resilience and management of them represent new and huge challenges for participants in the railway sector. While risk management has gone through the first phase regulation and implementation in practice, resilience management is at the very beginning of its introduction into railway systems. The paper explains the basic concepts and presents the reasons for the introduction of the concepts of risk and resilience management, as well as the process of risk management and resilience management. Also, the similarities and differences of these two concepts are explained, as well as the doubts in their interpretation and implementation which make frequent confusion of these two terms in practice with special reference to the railway system.
